Development Manager

Responsibilities

Reporting to the Development Director, the Development Manager will support the appraisal and delivery of development opportunities both within our existing local authority partnerships and through new opportunities across the public and private sectors. The Development Manager will be expected to take responsibility for the delivery of large and small projects across a range of sectors with a UK wide remit. 

The postholder will be expected to have:

Key Responsibilities will include:

  • Supporting the Development Director and Project Management team in the delivery of development, Development Management Services and regeneration opportunities across a wide geographical area   
  • The Development Manager will provide support to the wider PSP team in generating new business and delivering framework bids.  
  • Undertake financial analysis of new opportunities by way of development appraisals and cashflows across all use classes and geographical locations  
  • Management and coordination of planning applications   
  • Management of external partners and design teams   
  • Supporting the Development Director in the establishment and management of development delivery structures   

Person Specification

QUALIFICATIONS AND EXPERIENCE

Essential

  • Property, Planning or Real Estate degree  
  • Either RICS, RTPI or other professional qualification with at least 2+ years PQE or suitable and relevant experience 
  • Drivers Licence  
  • Able to undertake detailed development appraisals and assess opportunities from a financial and deliverability perspective 
  • Experience of working in planning and/or development in either the public or private sector   
  • Demonstrate ability to deliver development projects from inception to completion  
  • Understanding and experience of legal agreements across a range development activity   
  • Able to manage and set own workload with limited support   
  • Experience of managing the planning process from submission through to delivery, including an agreement of statutory agreements such as s.106, s.278 etc.  
  • Strong track record of delivering development sites from inception to completion and hand over, including coordination and management of design teams and consultants  
  • Strong commercial awareness, ability to negotiate successfully with third parties and deliver finalised legal agreements across a range of development activity   
  • Basic understanding of construction contract types  
  • Experience of managing and directing a multi-disciplinary team of consultants and advisors  
  • Experience of managing budgets as they relate to projects and varying streams of activity 
  • Be flexible and prepared to undertake other duties as required/necessary to support a growing SME  

Desirable

  • Understanding/experience of working in Joint Venture or other Public Private Partnership structures  
  • Experience of working for an SME  
  • Experience of land promotion and/or land disposal  
  • Experience working with Housing Associations or in the Care Sector  
  • Experience/understanding of CPO process 
  • Experience with Argus Developer
