Helping councils and the Public Sector to build back better

Covid-19 has changed everything. It has changed how we work, how we shop, how we spend our time, how we live, and led us all to re-evaluate what we value most. Covid-19 has changed the ways our council partners work, deliver services and their approach to asset management, land holdings and property development as many seek to help their communities build back better from the pandemic.

It has also created an even larger funding gap which the Local Government Association estimated had reached £7.4 billion by July last year.

As a strategic asset manager, Public Sector Plc is helping local authorities across the county to unlock value from their land and property assets. We are uniquely positioned to help councils and their communities by providing much-needed new income streams and property-led regeneration of towns and cities.

To allow us to meet the changing needs of our council and public sector partners and to help them build back better we have made some changes to the team. This starts with Paul Brown being appointed to the position of CEO of Public Sector Plc.

Paul has more than 25 years’ experience in local authority property and development roles before joining Public Sector Plc six years ago and is a highly experienced local authority property and regeneration professional. Alongside Paul, Public Sector Plc is also delighted to introduce the newest member of the team, Mark Ewing, who has been appointed as CFO. Mark brings with him more than 15 years’ experience in housing, property and land finance working for some of the largest names in residential and commercial property and regeneration, including Clarion, Peabody, Berkeley Homes, and Hammerson.

Previously Head of Investment Finance at the UK’s largest housing association, Clarion Housing Group, Mark led on commercial negotiations and financing of land and development transactions across the country. He also played a key part in the overall financial strategy of Clarion, including the structuring of joint venture partnerships with developers and house builders, and the Group’s entry into the Build-to-Rent market.

As Public Sector Plc responds to the changing needs of our partners, we have strengthened our senior leadership team to better support our local authority partners and provide a broader range of property and development experts. The company is delighted to promote Leena Gillespie to Commercial Director, Kate Howe to Development Director and Mark Davis to Partnerships and Communications Director. Saul Schneider will continue to be the inhouse expert on MMC and will also be exploring different procurement models to enable Public Sector Plc to work with new partners in the public sector.
